At V.C. Summer, Reactor Engineers are non-covered except for core offload and reload, during which we supervise fuel handling, and directly control the evolution.  We are switched from non-covered to covered for offload, and then back to non-covered once reload is completed.

Reactor Engineering activities at D. C. Cook are non-covered.  We still track our hours, though, in case of changing roles during emergent outage issues (e.g. some REs are also qualified as fuel handling supervisors).  And we're still subject to the fatigue rules even when non-covered.
