1. What role, if any, does Quality Assurance or Quality Control play in the fuel receipt process? Specifically, do they perform any inspections, review paperwork, etc?
A1 - Neither QA nor QC play a role in fuel receipt activities or paperwork.
2. What is the purpose the new fuel inspection activity? Is the new fuel receipt inspection considered an inspection for "shipping or handling damage" or it is a traditional receipt inspection?
A2 - Nuclear fuel and associated fuel components are inspected upon receipt at each nuclear site to accomplish the following; A2.1 Confirmation the fuel design and bundle serial numbers are as ordered A2.2 Confirmation that there has been no shipping or handling damage A2.3 Confirmation of certain design or fabrication details are as specified by Nuclear Fuels (NF) A2.4 Confirmation that there is no foreign material present and that overall cleanliness is acceptable A2.5 Cleanup of any minor foreign material or surface contamination A2.6 Correction of minor issues such as lock tab engagement on tie rod nuts or BWR bundle twist
3. Who does “inspection” (i.e. Reactor Engineering, QA/QC, Maintenance, shared resources, etc.)?
A3 - Up until ~2000, the Reactor Engineers performed the Fuel Receipt inspections utilizing the Fuel Handling Department to move and open the containers and move the fuel. The receipt inspections were then turned over to the Fuel Handling Department, who are now called Reactor Services. Reactor Services performs the receipt inspection of the fuel or core component through use of qualified inspectors (Qualified by Reactor Engineering Annually) working to station procedures that as a minimum accomplish all requirements of the receipt procedure.
4. What specific role(s) does Rx Engineer perform?
A4 - Reactor Engineering provides the interface between the corporate Nuclear Fuels Fuel Reliability Engineer, the fuel vendor and the organization (Reactor Services) directly responsible for inspecting fuel and associated core components and assures all fuel bundles and associated core components are inspected and the inspection results are reconciled to the design documents and all identified discrepancies are resolved.
5. Who unloads shipping containers?
A5 - Reactor Services
6. Does your plant utilize the same process for fuel receipt at the site as other procured material?
A6 - Fuel receipt does not utilize the same process. All other procured materials goes through the Stores Department and utilizes QC for safety related parts and equipment. The fuel is taken directly to the Fuel Handling Building to be unloaded and begin the receipt process.
7. Does your plant require the fuel receipt personnel to be ANSI/ASME N45.2.6 qualified, and at what level? If not required to be qualified to the N45.2.6, why not?
A7 - Not currently. Exelon is examining the applicability of ANSI/ASME N45.2.6 to our fuel receipt inspections and whether it would benefit the receipt process or if it is required.

FENOC is trying to develop a standard fuel receipt process between BWRs/PWRs. To that end, I have some questions on how fuel receipt is done at your plants:
