RETAQS was having problems with their mail server when I sent this survey the first time. Since I got no responses, I am resending it.
FENOC is trying to develop a standard fuel receipt process between BWRs/PWRs. To that end, I have some questions on how fuel receipt is done at your plants:
1. What role, if any, does Quality Assurance or Quality Control play in the fuel receipt process? Specifically, do they perform any inspections, review paperwork, etc?
QC is not involved except for providing QA training tio the fuel receipt inspector's initial training.
2. What is the purpose the new fuel inspection activity? Is the new fuel receipt inspection considered an inspection for "shipping or handling damage" or it is a traditional receipt inspection?
It is a combination of both. We do inspect the shipping contaier's for shipping damage; plus we inspect the Fuel Assemblies and any components are inspected as well. We document both the container and the fuel Assemblies and Fuel Related Components in our FHI.
3. Who does "inspection" (i.e. Reactor Engineering, QA/QC, Maintenance, shared resources, etc.)?
The inspection are performed by trained AUO to Level II, with reactor engineering Level II help when problems are identified. Also, The Reactor Engineering Supervisor and a Corporate Nuclear Fuel project lead are both qualified to Level III.
4. What specific role(s) does Rx Engineer perform?
Coooridinate the shipping dates, schedule the receipt activities and support organizations such as rad con, FME personel, fire watches boiler makers and security coverage when needed. Ususally, maintains the paper work for the fuel receipt actvities. RXE, also generates the Fuel Assembly Transfer Forms used for the receipt activities.
5. Who unloads shipping containers?
Most of rthe time boiler makers unload the cask to the refuel floor. Operations generally replaces the empty containers upon the truck bed after Rad Con has performed a survey on the empty bed.
6. Does your plant utilize the same process for fuel receipt at the site as other procured material?
No, only fuel and fuel related components go through this process.
7. Does your plant require the fuel receipt personnel to be ANSI/ASME N45.2.6 qualified, and at what level? If not required to be qualified to the N45.2.6, why not?
Yes
