FPL has determined that Reactor Engineers at Turkey Point Units 3 and 4 are not covered workers.  They do not manipulate any safety related equipment.   Although REs perform flux maps and this activity involves movement of in-core instrument probes, it does not result in a change of state or condition of a risk significant SSC; therefore, it is does not meet the definition of covered work.  In addition, all direction provided by REs in the control room is provided through an Operations supervisor.
