FM Program applies to all areas that require FM controls, from turbine
generator and electrical cabinets to the steam generators and SFP, so
I will gear my responses to the SFP since it appears that you are most
concerned with the SFP.

for comprehensive benchmark of FM team / training

R.E. Ginna is working to determine the
appropriate makeup of a foreign material retrieval team and the tools that
should be available to them. We have developed the following questions:
1. When recovering
FM, do you have station personnel, or contractors perform the work?
Response - Most of the time
the fuel vendor would perform recovery, however station personnel would
be used for something simple such as a clearance tag floating on the surface
or a security badge laying on the SFP floor in the cask pit area. If the
item were fuel related, such as a fuel assembly lock tube or piece of grid
strap we would tend to have the fuel vendor retrieve because of dose levels
and familiarity with the objects and retrieval techniques necessary.
2. If station personnel,
what departments (groups) make up the retrieval team?
Response - Radiation Protection,
Reactor Engineering/Refueling, and Maintenance/Construction
3. What tools/methods
do you use to recover FM in the SFP?
Response - We require that FM
Recovery Plan be developed unless the item is immediately retrievable.
We have used everything from duct tape on the end a long-handled pole to
retrieval a security badge to air operated vise grips to retrieve a dropped
lock tube. We have also used a Tri-Nuke and LUVS (Light Underwater Vacuum
System) to retrieval/remove FM. Small debris baskets and debris canisters
have been used to place items into and then place them into a larger SFP
cell-sized debris canister.
4. What qualifications
are required to be part of the retrieval team?
Response - No special requirements
for retrieval personnel other than that they are a qualified FME Worker
having completed NANTel training and a Dynamic Learning Activity (hands-on
training).
a. Can you provide
a copy of the training program qualification card?
Response - I believe the NANTel
training is available to everyone through INPO. Our Dynamic Learning Activity
is a hands-on lab setting to demonstrate FM practices.
Your response to any of the questions above
will be much appreciated. I understand that a lot of this is a duplicate
of what was sent a few weeks ago but we’re really getting pushed to get
some more benchmarking information.
