The DCPP process is as follows:
1. When does your organization issue the COLR to the Plant (e.g., as needed, before the start of the outage, 3 months prior to the outage) ?
DCPP issues the COLR as a part of the plant manual after core reload. Prior to shutdown, the COLR for the preceeding cycle is in effect. The new COLR is effective prior to unit startup. Only one COLR is in effect at a given time for each unit (COLR-1 and COLR-2). New COLRs are issued as COLR revisions in the same manner/process as procedures are revised.
2. How long after issuance to the Plant is the COLR sent to the NRC?
DCPP Regulatory Services submits the COLR to the NRC after it is issued. Typically, an action will be assigned to the RS group for this purpose. The most recent one (COLR-2 revised for 2C16) was issued 10/27/09 and submitted to the NRC 11/6/09.
3. What organization prepares and issues the COLR (e.g. core design, safety analysis, licensing, etc.)?
Our COLR is generated as a part of the reload design process and is subsequently put into the plant manual by Reactor Engineering. During the core design process, the COLR technical review is performed by all affected entities along with the reload evaluation, nuclear design report, etc.

We have been questioned by our Resident as to the timeliness of issuing the Core Operating Limits Report (COLR). We issue it after we approve our Reload Safety Evaluation report. Sometimes this is done before the refueling outage starts, other times it is just prior to core reload. Other than having it in place when the new core is loaded, we do not have any requirements on a lead-time. When we issue the COLR to the Plant we also issue it to Licensing and they do the formal transmittal to the NRC.
