For Turkey Point (and I believe
the entire FPL fleet), Reactor Engineers are not considered
covered workers. This is based on either providing guidance to Ops that
has been independently reviewed in advance (e.g., reactivity plans) or giving advice
"on the fly" to an SRO who acts as an independent reviewer and then
directs the reactor operator.
