Joe, I would be concerned with cooling and seismic issues. The radiation and reactivity should not be an issue, with adequate pool levels.
The fuel in the container should be okay as it has limited decay heat IAW the container design and liquid/dry conditions as long as any openings are not blocked/restricted.
The covering of fuel in the SF pool could potentially be an issue depending on the design of any load spreading plates, your fuel rack design etc.
If the seismic analysis review/evaluation for this project has a probability bases on a limited time of this condition it could be an issue if you are now exceeding that time limit.
I would expect the cask venders to provide some help/references, as they have no doubt seen this type of crane/equipment delay before.

Fort Calhoun Station has run into a delay with respect to Dry Cask storage operations.
 
Our cask crane has issues preventing us from removing the canister and transfer cask from the SFP.
Our concerns are as follows:
 
  1. Leaving the TC and DSC in the pool for an extended length of time.
  2. The fuel is in the DSC with spacers installed, (spacers ha flow holes)
  3. Placing the spacers on the SFP racks above fuel assemblies (if we want to move fuel back to the SFP)
 
  1. Has  anyone had similar issues?
