FENOC is trying to develop a standard fuel receipt process between BWRs/PWRs. To that end, I have some questions on how fuel receipt is done at your plants:
1. What role, if any, does Quality Assurance or Quality Control play in the fuel receipt process? Specifically, do they perform any inspections, review paperwork, etc? ----------------------- Response: Prior to Exelon Management, Clinton Quality Assurance (Nuclear Oversight) was responsible for reviewing the fuel receipt paperwork and PQC information from the fuel vendor. In addition, they worked in conjunction with our inspection personnel to perform the actual fuel receipt inspections.
Nowadays, Clinton Reactor Engineering is responsible for review of the fuel receipt paperwork including the PQC verification. Quality Assurance is no longer in the business of supporting fuel receipt activities under Exelon Management.
2. What is the purpose the new fuel inspection activity? Is the new fuel receipt inspection considered an inspection for "shipping or handling damage" or it is a traditional receipt inspection? ------------------------ Response: The purpose of fuel receipt inspection is to inspect for shipping and handling damage and as well obvious manufacturing errors (i.e. poor engagement of expansion springs to tie rods, bent spacer tabs, etc.).
3. Who does “inspection” (i.e. Reactor Engineering, QA/QC, Maintenance, shared resources, etc.)? ------------------------ Response: The actual inspection of the fuel is done entirely by Mechanical Maintenance under the management of Exelon. Prior to Exelon, it was done by a combination of Mechanical Maintenance and Quality Assurance.
4. What specific role(s) does Rx Engineer perform? ------------------------ Response: In previous management, the assigned Reactor Engineer was actually the project manager for fuel receipt activities and coordinated all of the details of ensuring a successful receipt and inspection campaign.
Reactor Engineering nowadays supports the project manager (Reactor Services) by preparing the move sheets, overseeing the logistics (contacting the vendor if needed), and when necessary supporting Mechanical Inspection with inspections. The role of the Reactor Engineer is merely now a support organization to ensure that the process is working.
5. Who unloads shipping containers? ------------------------ Response: Shipping containers are unloaded by the Mechanical Maintenance Department.
6. Does your plant utilize the same process for fuel receipt at the site as other procured material? ------------------------ Response: No, Fuel Receipt Activities are actually governed under their own procedures and processes that is connected but is entirely separate from the procecess of procuring materials.
7. Does your plant require the fuel receipt personnel to be ANSI/ASME N45.2.6 qualified, and at what level? If not required to be qualified to the N45.2.6, why not? ------------------------ Response: No. There is no formal requirement for our inspectors to be qualified to ANSI N45.2.6.
