As part of implementing ACAD 98-004 Revision 2 our fleet training department has been evaluating Reactor Engineering tasks for use of OJT/TPE instead of mentoring to obtain qualifications. I have the following benchmarking questions:
· Has any station formally required OJT/TPE to obtain Reactor Engineering qualifications?
o If so, which tasks require OJT/TPE?
§ What was your reasoning for requiring OJT/TPE?
· For stations with moveable incore systems, operated by Reactor Engineers, have you evaluated requiring OJT/TPE to become qualified?
o If so, what was your reasoning for either requiring or not requiring OJT/TPE?
· For stations that have Reactor Engineers who modify plant process computer constants, have you evaluated requiring OJT/TPE to become qualified?
o If so, what was your reasoning for either requiring or not requiring OJT/TPE?

TMI does NOT use OJT/TPE for Reactor Engineering.
TMI uses Mentors and Certification Guides per the INPO ESP program to qualify all Reactor Engineering tasks.
TMI uses fixed incores so the Reactor Engineers don't operate any equipment.
TMI Reactor Engineering does input data into the core monitoring system using the following processes:
Engineering Design Change process to approve the data change
A procedure with peer checking to enter the data into the computer.
Performing the above tasks personnel in Design Engineering, Nucear Fuels, and Reactor Engineering are qualified by Certification Guides and mentors.

Beaver Valley response - We do not use the OJT/TPE from ACAD during RE qualifications. We utilize mentoring, and for operation of the incore system and process computer updates we require a demonstrates type of qualification. I don't have the details as to why not OJT/TPE, it was decided that mentoring was more appropriate.

D. C. Cook has no Reactor Engineering-related OJT/TPE. All such qualifications are via mentoring.
Reactor Engineers operate the MIDS. We have not evaluated applying OJT/TPE to that qualification.
Reactor Engineers routinely change PPC constants with a peer check and in accordance with the IT procedure. There is no qualification for that.

At Prairie Island we consider the qualifications to be mentor guides, not OJT/TPE. To my knowledge, we have not considered requiring an OJT/TPE for either using the incore detectors or modifying the PPC constants.
