we are drafting our response to SOER 2007-01, and I have a few reactivity related questions:
1. who approves reactivity plans which are provided to operations from reactor engineering (reactor engineering supervisor, Unit supervisor, shift manager...)? 2. does a second reactor engineer have to review/sign the reactivity plans? 3. are the reactivity plans updated during the power maneuvers, if the plant schedule changes? 4. if on week-end or night shift, does a second reactor engineer need to come on site to review the revision to the reactivity plan? 5. how frequently does reactor engineering personnel participate with operators in the plant simulator? (routinely, prior to reactor start-up, once per fuel cycle....)?

SRO (typically the control room SRO) and RxE (not supervisor). We use a technical procedure to develop our plans and the technical procedure (e.g., the method and what has to be considered) has been approved by the RxE Supv.
2. does a second reactor engineer have to review/sign the reactivity plans?
SRO or RxE have to review the inputs to the plan. The plan itself is reviewed and accepted by both the implementing RO and the control room SRO.
3. are the reactivity plans updated during the power maneuvers, if the plant schedule changes?
Yes. We differentiate between the plan and the prediction. The plan is larger scope and requires similar reviews / approvals for changes. The prediction can be updated for minor adjustments in time, power ramp rate, etc. The control room SRO provides a peer check to adjustments to the predictions that the RxE makes.
4. if on week-end or night shift, does a second reactor engineer need to come on site to review the revision to the reactivity plan?
No, the control room SRO can perform that function if necessary. Note that we have a tool based on a point xenon model that is simple to use and is easy to make changes in the predictions. Thus the SROs are trained in the usage of that tool and can provide the reviews / peer checks. A more complex model, for instance, using a Simulate model we would need a second RxE.
5. how frequently does reactor engineering personnel participate with operators in the plant simulator? (routinely, prior to reactor start-up, once per fuel cycle....)?
In the past, we have tried to have simulator sessions (a real scenario) once a year. We have an outage every six months so we're with them for JITT at least twice a year. Based on the SOER, we'll commit to actual simulator sessions once every two years and, unlike previously where we have "tried", we'll be more formal in ensuring everyone participates on the minimum cycle ... we'll likely still try for once a year.

An Ops rep approves. The Ops rep is usually the manager of all the shifts, but can be the shift supervisor or control room SRO, depending on what's going on.
2. does a second reactor engineer have to review/sign the reactivity plans?
Yes.
3. are the reactivity plans updated during the power maneuvers, if the plant schedule changes?
Yes.
4. if on week-end or night shift, does a second reactor engineer need to come on site to review the revision to the reactivity plan?
No, the verification can be done by email and phone.
5. how frequently does reactor engineering personnel participate with operators in the plant simulator? (routinely, prior to reactor start-up, once per fuel cycle....)?
routinely on all simulated transients that RxE normally plays in. We do JIT startup training before each startup, and an RxE is expected to play during that training.

For SONGS:
1. RE Supervisor approves RE plan. 2. 2 RE signatures required. 3. Not normally updated after issued. Note: our Operations department has to generate there own plan per a Ops procedure attachment. They use the RE plan as a guide. This is the one that gets modified as things change. 4. We do not issue RE plans for unplanned maneuvers. 5. We participate in all JIT for planned power maneuvers.
