I have a major Integration effort coming up for Dominion in regard to
reactivity management.
Some general questions on Common Standards that we all use. Please let me
know what folks do for the following
Who performs the 1/M during approach to crit? Operators or REs?
RE- Results of 1/M are shared with Op Mgmt before next rod pull
Are the RE's an integral member of the team or in an oversite role
(review ECCs and 1/M's)?
Yes, REs are responsible for 1/M and are consulted with on an on-going basis during start-up. RE also have authority to stop start-up.
Who performs the ECC (ECP), RE or the STA or the SRO?
3 signatures on ECC. first (preparer) is RE, second (review) is RE or NSO, third is SRO
Who reviews the ECC, (ECP), RE or the STA or the SRO?

How many people HAVE to review the ECC?
3, including the performer.
Does Ops assign a reactivity management SRO to major reactivity changes
(SU, maneuver up and down, 75% and back to 100%????
Yes, for major- SU, SD, non-routine (ramp to 30% and return). Routine TVGV- no RM SRO
Are all Rx start ups IPTE's (Infrequently Performed Test or Evolutions)?
Start-ups from refueling are. Mid-cycle start-ups don't have to be. They are HLAs, though
How many plants have pre-developed reactivity plans (ReMA's) in the
control room for rapid downpowers?
Both Byron units
How often are they updated?
~monthly. Can go a little longer when boron concentration is not changing rapidly.
Are recurring work orders "flagged" electronically to alert the
operators to evolutions that may impact reactivity management?
All work is screened for RM impact 2-3 weeks before activity and coded as RM is appropriate. Also, need for ReMA would also be identified at that time.
Does RE and Ops meet after RM evolutions for a post job critique?
Not necessarily. Ops may or may not include RE in post-job critique. However, RE performs a critiques of most power maneuvers.
If so, for all power maneuvers, only major ones (i.e. 0-100%)???
Most are considered.
