ANO-1 (B&W) and ANO-2 (CE) dilutes/borates to boron concentration for S/D bank removal, pulls S/D banks, dilutes to ECP, then goes critical on rods.
The reason I say "dilutes/borates" is depending on where you end up after the shutdown, you might have to continue to borate up to be able to meet requirements to pull S/D banks.

RE Supervisors,
Does your plant normally start up (non RFO) by withdrawing shutdown banks first, then diluting the RCS to the estimated critical rod position (Cb) then withdrawing control rods to critical?
