Morning Whiting,
 
We only require FHS/SRO for "Refueling Operations" (e.g. fuel moves within the vessel, see our Tech Spec definition below) and for heavy loads (e.g. Head Removal) over the reactor vessel if it contains fuel.
 
"Refueling Operation
Any operation involving the shuffling, removal, or replacement of irradiated fuel outside of the
reactor pressure vessel. The suspension of any REFUELING OPERATION shall not preclude
completion of movement of a component to a safe, conservative position."
 
We will be moving fuel out of the Spent Fuel Pool into Casks in a few weeks and I have the Shift Manager authorizing the activity and independently verifying some Tech Specs requirements but there is no requirement for a FHS/SRO.

Question for all PWR plants:
 
It should be standard that a (Fuel Handling Supervisor) FHS/SRO is incharge and oversees all nuclear fuel movements in the Spent Fuel Pool (SFP).
 
Two questions:
  1. Do you require your FHS/SRO to oversee "Insert Shuffels" in the SFP during the outage?
  2. Do you require your FHS/SRO to oversee all movements of equipment in the SFP, such as:
