1) What type of time averaged values are used in your calorimetric program

(e.g. 1 minute average, 5 minute average, etc)?

FCS uses a 10-minute average as the value used to monitor reactor power and compliance. There are other averages available for trouble-shooting and for information (real time calculate every 30 seconds, 2-minute average, 5-minute average, and others up to 8 hour averages)

2) What type of time averaging is used for either feed flow or steam flow which feeds your calorimetric program?

FCS has implemented a 2-minute average for Feedwater and S/G Blowdown flow.

3) Which of the time average calorimetric values are used to ensure compliance with your licensed thermal power limitations and the intent of RIS 2007-021?

FCS uses a 10-minute average as the value used to monitor reactor power and compliance.

4) Have you made changes to your calorimetric procedures or methods as a result of the RIS?

FCS has interim guidance not to exceed the license limit of 1500 MWth while at steady state conditions, with a target band of 1497-1499 MWth. We also clarified the term steady-state with respect to the rotation of secondary equipment. (we have 3 Main Feed, 3 Condensate and 3 heater drain pumps). The 10-minute average for secondary calorimetric would indicate a ~5-6 MWth increase during the start of the standby feed pump, and then return to normal once the running pump is secured.

We have told the SRO/RO's to declare the calculation invalid and rely on NI and delta-T power during this timeframe. (It usually takes 10-12 minutes to settle back out).

5) Is "Steady State" in reference to licensed thermal power defined at your plant?
