Non-Refueling: first dilute the RCS to the estimated critical rod position, then withdraw shutdown banks, then withdraw control rods to critical. (Your second option)
Refueling: establish a boron concentration to perform an ARO CEA drop time (scram time) test and withdraw rods using 1/M to do that test. We then withdraw back to the last group (4 rods) inserted to 75" (50%) and dilute to critical.
