Columbia Generating Station response.

1.     We are procedurally driven to meet at least Quarterly:

The Reactivity Management Review Committee meets at least quarterly, and the

RMRC chairman may call additional meetings as necessary. More frequent

meetings (e.g., once approximately every six-to-seven weeks) may allow for a more

manageable agenda.

2.     What level of your organization is the meeting focused? Working level (Supervisors)? Middle Management (Department Heads/ Managers)?  Senior Management (Division/Director)?

The level that the meeting is focused at is the manager/supervisor level.

3.     What is the required attendance? Is there a quorum?

The RMRC chair should ensure a quorum is present. If a quorum is not present the

RMRC meeting should be rescheduled. A quorum consists of at least four

management level individuals or their delegate. All five departments are to be

represented at the meeting. {AR-178932}

·       Operations Manager (Chair)

·       Reactor/Fuels Engineering Manager (REM) or Reactor Engineering Supervisor

·       Maintenance Manager

·       Engineering Manager (Systems, Design)

·       Operations Training Manager

4.     The Plant General Manager should ensure the RMRC is an empowered,

cross-disciplined team. Employee participation should be encouraged. Membership

should include:

·       Operations Manager (Chair)

·       Reactor/Fuels Engineering Manager (REM).

·       Reactor Engineering Supervisor

·       Station Nuclear Engineer(s)

·       Operations Training Manager

·       On-Crew Senior Reactor Operator/Reactor Operator.

·       Augment attendance as necessary to effectively address the agenda. This may

include Chemistry, Design Engineering, Reactor/Fuels Engineering,

Maintenance, Fuel Handling, Radiation Protection, Information Services,

Venders, Consultants, etc.

5.     See attached agenda

6.     Goals are identified in the agenda and meeting minutes.  These are specific to the health of the performance indicator as well as system health.

7.     Goals are forward looking and an attempt is made to coordinate system health/equipment issues with plan for performance indicator improvement.

Please let me know if you have any questions concerning these responses.

Subject: [Respvr] Reactivity Management Oversight

I was asked to do a little electronic benchmarking related to your Reactivity Management Oversight Committee meetings.

1) How frequently do you meet; (What is required? Monthly? Quarterly? Semi-Annually?

2) What level of your organization is the meeting focused? Working level (Supervisors)? Middle Management (Department Heads/ Managers)?  Senior Management (Division/Director)?

3) What is the required attendance? Is there a quorum?

4) What functional areas are required / represented?  Operations, Engineering (Systems, Design, Programs, Reactor), Work Management, Maintenance, RP, Chemistry, Licensing?

5) What agenda items are required? Performance Indicator(s)? Corrective Action Program? Deficient Equipment?

6) Are there any specific goals for the committee?   Performance improvement targets;

7) Are any of Reactivity Management goals forward looking?
