Thanks Clint.  Sounds similar to Jaime’s response at ANO.  With our purchase by Entergy, I think we will start pursuing using RHOBAL for upcoming cycles, just need to figure out how to get through this cycle.

At Waterford-3, we use RHOBAL:

 

1.      Separate from primary core monitoring program.

2.      At one time the STAs could use it, RE controls it and STA knowledge varies.

Palisades has utilized a xenon prediction tool called XENSAM since the mid-90’s.  This program was obtained from another plant at the time so we do not have detailed basis information on the program.  As such, we are challenged in continuing to use XENSAM and meet the SOER 03-2 Rec. 4 items and have discontinued its use until we can meet those recommendations or implement another predictive tool.  Please respond to the following questions.

 

1)       What predictive tool(s) do you use for transient xenon conditions and is it separate from your primary core monitoring program?

2)       Does Operations have access to this tool, or is it strictly controlled by Reactor Engineering?

3)       Have you implemented the SOER 03-2 recommendation 4 items related to this tool?

 

Your quick response to these questions would be appreciated.
