It is a subjective call by the operators performing fuel moves. For inservice inspections the inspectors have a sample that they put into the core and are required to be able to read it with their cameras.

Does your station have water clarity or lighting standards for core inspections? (FOSARs, alignment checks, ID verifications, etc.) At Oconee Nuclear Station we only have qualitative standards (procedure and PJB directs the inspector to ensure there is adequate clarity and lighting).
