RE Supervisors,
Does your plant normally start up (non RFO) by withdrawing shutdown banks first, then diluting the RCS to the estimated critical rod position (Cb) then withdrawing control rods to critical?
or
Does your plant normally start up by first diluting the RCS to the estimated critical rod position (Cb), then withdrawing shutdown banks, then withdrawing control rods to critical?
