Please provide a response to the following question from the Beaver Valley Refueling Engineer related to movement of fuel assemblies in the Fuel Pool.

Does your utility use a non-operator (a mechanic or other type of technician) to move fuel within the Fuel Pool? Since this is not a core alteration, FENOC BVPS does not require a SRO to move this fuel. We have previously used a Westinghouse Fuel Handler or an utility licenced operator to move fuel, since they have a thorough understanding of reactivity and the implications of moving fuel on reactivity.
