BEACON Topical Question

Diablo Canyon has a request for all BEACON users - A recent review of our BEACON topical indicates a potential discrepancy between the BEACON topical and our Technical Specifications. The issue stems from the number of MIDS thimbles required to be used during a flux map. The BEACON topical in places states that the required number of thimbles is 75% with at least four thimbles per quadrant. Our Tech Specs only require two per quadrant. The draft COLR in the topical (provided to the NRC in an RAI on the topical) and the NRC SER on BEACON acknowledges the use of four per quadrant. We requested approval to use BEACON PDMS through a license change that did not identify any deviations from the BEACON topical. At this time, we have a conflicted licensing basis and are looking for input from other plants which may have a similar quandary. * How many thimbles do you require? (% and #/quadrant?) * Do you have a similar issue? * Did you identify this as a difference between the topical and your application of BEACON? * Do you have any other insights to share with respect to the use of BEACON? SNM from fuel leaks

Request for industry peer feedback - I have the following 3 questions: Does your site / utility account for washout or tramp SNM that may collect throughout the plant? If you do account for the SNM, do you estimate the amount or use a method to quantify the amount? Do you report the loss (as inadvertent losses or otherwise) on DOE/NRC form 742 or other forms? Entergy has had fuel leaks in the past and one fuel leak currently. Trace amounts of Special Nuclear Material (SNM) may be present in the reactor coolant, clean-up, and/or rad waste systems due to present or past fuel failures. The SNM is difficult to measure in the coolant system and therefore cannot be accounted for. But this SNM may be quantified in rad waste prior to disposal. Does your station have water clarity or lighting standards for core inspections? (FOSARs, alignment checks, ID verifications, etc.) At Oconee Nuclear Station we only have qualitative standards (procedure and PJB directs the inspector to ensure there is adequate clarity and lighting). Carl, Here is the standard we use for moving fuel. There are no standards for FOSAR or inspection related activities, unless we are moving fuel. Failed Fuel Action Levels - Based upon Noble Gas Data

Fort Calhoun Station Reactor Engineering is looking to improve our Failed Fuel Action Plan (FFAP) by utilizing Noble Gas values as the basis for our Action levels. Our current FFAP utilizes historic values of coolant activity and dose equivalent iodine. Because of our history with failed fuel (early 2000's) and our current status over the last 5 cycles (No fuel failures), the values we use for determining action levels are now non-conservative. 1) Do you utilize noble gas values for FFAP action levels ? 2) If yes what are your levels ? FRI Performance Indicator

Please respond to following questions regarding fuel performance indicator. Thank you in advance. Beaver Valley (FENOC) issues Fuel Reliability Indicator (FRI) data monthly to be used internally (within FENOC) as a performance indicator. As such, the calculated FRI is used in conjunction with "any fuel defects" and assigned the following color-coded ranking: (Embedded image moved to file: pic24438.jpg) Currently, the BV-1 FRI is calculated to be 1.78E-6 uCi/gm, which places us outside the top decile (there are currently 28/67 PWRs in the top decile - all calculating a FRI of 1E-6). Naturally, this "uptick" (going from GREEN to WHITE) in the performance indicator is raising many eyebrows from upper management, even though none of our other indicators shows any indication of a fuel defect. Please respond to the following: 1. What combination of indicators do you use as input to your monthly fuel performance indicators (internal)? (i.e. no fuel defects, FRI, DEI, Xe-133 etc) 2. Please provide your method of ranking and any basis for the values used (i.e. either GREEN or RED; basis: no defects or some defects OR 1, 2, 3; basis: 1- fuel defects and in some admin action level, 2 - no definite fuel defects identified but some admin limits exceeded, 3 - no defects and no admin limits exceeded OR any other ranking method) 3. Please provide the frequency of your radiochemistry sampling for a) iodines (I-131 and I-134) and b) strip gases (Xenons & Kryptons) (i.e. Daily, 2/week, weekly, monthly) 4. Fuel Pool Fuel Movement

Please provide a response to the following question from the Beaver Valley Refueling Engineer related to movement of fuel assemblies in the Fuel Pool. Austin H. Brunner Jr. - brunnera(a)firstenergycorp.com Does your utility use a non-operator (a mechanic or other type of technician) to move fuel within the Fuel Pool? Since this is not a core alteration, FENOC BVPS does not require a SRO to move this fuel. We have previously used a Westinghouse Fuel Handler or an utility licenced operator to move fuel, since they have a thorough understanding of reactivity and the implications of moving fuel on reactivity.
