At Oconee Nuclear Station we did a specific evaluation that looked at all RxE hands-on work and where RxE could be directing or perceived as directing covered work and concluded that RxE do not perform covered work activities and are therefore not covered workers. I've attached the matrix we used to make that determination.
Duke had published a system list which indicated which systems were considered high safety significance for use in making such determinations.

DCPP has classified reactor engineers as "non-covered" based on the fact that we do not directly manipulate plant equipment (MIDS operation was considered test equipment and not plant equipment) and do not direct or supervise covered personnel performing covered work (interaction on covered activities is through an intermediate supervisor or foreman who is classified as "covered").

For Turkey Point (and I believe the entire FPL fleet), Reactor Engineers are not considered covered workers. This is based on either providing guidance to Ops that has been independently reviewed in advance (e.g., reactivity plans) or giving advice "on the fly" to an SRO who acts as an independent reviewer and then directs the reactor operator.

Beaver Valley Response:
Reactor Engineers currently are NOT covered workers since we do not direct the operators, etc. The Incore Detector System is not required for safe shutdown, so operating the Incore System is also not covered.

At V.C. Summer, Reactor Engineers are non-covered except for core offload and reload, during which we supervise fuel handling, and directly control the evolution. We are switched from non-covered to covered for offload, and then back to non-covered once reload is completed.

At Ginna we are covered workers, but only because we operate the moveable incore detector system. A Calvert Cliffs, with a fixed system, the reactor engineers are not covered.

Wolf Creek does not consider Reactor Engineers in their normal duties as covered workers, however, they must still abide by the other fatigue requirements. If they are performing work on some of the covered systems that they have as System Engineers where they direct work on that system, then they are considered covered workers. However, as "Reactor Engineers", they are considered non-covered workers.

Seabrook RE's are not covered. We interact thru the covered supervisors (typically a Shift manager, Unit Supervisor or Refueling SRO) who ultimately direct the work.

The Dominion sites are the same. Ultimately, it is the Senior Reactor Operators responsibility to oversee the work being done with both Physics Testing (we can never "tell" operators to move rods) as well as offload/onload support (there is always a Refueling SRO directing the activity).
